...AN ARGUMENT ON ' INDIAN RUPEE SYMBOL ' SELECTION PROCESS. - BY ONE OF THE ELIGIBLE CANDIDATE IN FIRST LIST (NO: 848)





RESPECTED SIR – NAMASTEE…




I, SRIDHAR AKKINENI, have been serving the Telugu media as an artist and journalist. I have created No. of logos to the news papers as well as the private concerns and has been regarded as ‘Akshara Brahma’. I too have an experience in animation field.



I have created logos for ‘UDAYAM’ Telugu daily, ‘ADIVARAM UDAYAM’, ‘UDAYAM DIKSUCHI’, ‘UDAYAM BUSINESS’, ‘MAYURI ‘Weekly,’ ‘CHITRA BHOOMI ‘cine weekly,’ BHAGYANAGAR’,’ BULLI TERA’, ‘TV- CHITRA’, ‘POLICE FILE’, ‘USHODAYAM ‘Telugu Daily,’ RAMYA ‘Monthly, ‘MANDAKINI ‘Fortnightly, ‘ILLU’, ‘PRAJA ANKURAM’,’ BAHUJANA PATHRIKA’, ‘BC TODAY,’ ‘STUDENTS CONGRESS’, ‘SANDEVELA’, ‘MANA PARYAVARANAM’, ‘NAITHIKA VIPLAVAM’, ‘FUTURE BUSINESS’, ‘VISHWAMBHARA’, ‘SAI VARADHI ‘monthly, ‘NETI MANA DESHAM ‘Daily etc.,



Now I beseech the benevolence and kind co-operation from your authorities for a noble, doughtily cause. Kindly spend your valuable time.

It is learnt that the Government of India is proposed to bring out a ‘symbol of rupee ‘similar to the American’ dollar’, European ‘Euro ‘and Japan’ Yen’. For this purpose it has fixed some rules and regulations inviting the expression of interest from artists and general public with a entry fee of Rs. 500/-.

The selection process will be done by a high committee consisting of 7 members from various fields. Among the best five people they will submit the model created for the approval of the government.

Undoubtedly it is a great program has been taken by the Indian government.

I have participated in this programme enthusiastically and submitted my concept and design to the best of my ability under the light of experience I have gained as an artist and journalist.

The senior journalists and the people of knowledge who have observed my design theme synopsis and concept assured me that I would definitely one among the selected.

I was more than happy to see my name among the names of 2,455 aspirants in the serial No: 848. In the official website of Indian finance ministry.

It was learnt through media that, the first phase five members were selected and among them four were belongs to Mumbai and one Keralite.



I was note that my name was not appeared, in that five numbers list.



It is a fact that, talents in any field and any where should be accepted the acknowledged.

I admit it. But …I am submitting here with my thoughts right from the commencement of the competition before you.

The process of making model is being done without the notice of the public representatives who represents all the states of democratic institution, the concerned officers, intellectuals and notable artists.

“Non-artists also keep artistic heart”. That is why the government has invited the aspirants of both artists and non- artists category.

It is most unfortunate that, about 4,000 artists and aspirants who have participated in competition by remitting an entry fee of Rs. 500/- and they are not able to know at what stage their untiring efforts were failed.

It’s not only an artistic intention to thousands of participants – widely Indian citizens of us, our children and our grand children… these type of contemporary going to have the picture of Indian financial sector’s icon is this rupee symbol.

I hope the process should be done more deeply and transparently. Out of the 4,000 models selected in the competition at least 100 designs shall be examined and make them qualified.

It is proved in my search that, the higher-ups in various departments are not aware of the making processor of rupee symbol.

I hope the selection of model shall be made in the higher stage of the public representatives, notable artists include the government officials, the financial affairs experts are model should be approved on the basis of collective opinion.

Que. 3-How many meetings when , where & each date of meeting, time taken for the meeting & average time of applicant design taken reg. Total entries of evaluation ?


Ans. Meetings of Jury were held on 29/30 September, 2009 in Indira Gandhi National Centre for Arts, New Delhi and on 16th November, 2009 in Reserve Bank of India, New Delhi for evaluation of entries. The meetings on 29th and 30th September were from 10.00AM to 5.00PM and the meeting meeting on 16th November was from 2-00 PM to 5.00PM



It was asked about the total No. of Designs called for in the selection process?

Date and venue of the meetings conducted for selection process and quantum of time taken for review of each entry.



The answers given for the above queries are as follows.

1. on 29.09.2009 and 30.09.2009 for a period of two days the jury members were conducted a review in the convention Hall of Indira Gandhi National Centre for Art, New Delhi from 10 am to 5 pm.

2. On 16.11.2009 in the meeting hall of Reserve Bank of India, New Delhi evaluation of application was done from 2 pm to 5 pm.



To say…the first two days working hours 6 x 12 = 12 hours, on 2nd day only 3 hours were spent for the selection process.

On review …in the time of total 15 hours, the jury members of 7, ministry of financial affairs personalities were announced deferent figure of entries.., the Ans of Qts no 4…

Que.4- Total received deigns and total of rejects deigns?

Ans. There are 3331 eligible entries out of which five final entries were selected by the jury.



We feel about 3,331 applications as per their norms, the contestant may submit 2 designs. So the total designs 3,331 x 2 = 6,662 were analyzed.

May be is it possible to analyze the important subject, including artistic values of selecting processor within short span of time that computers can’t do?

To the question no: 7 (Whether the translated details were submitted) it was answered that, “only symbol” in directly, they have admitted that, the concept and theme synopsis were kept aside which is need to be condemned seriously.

Que. 7- The script of applicant which in Hindi language be translate in other language presents before jury.


Ans. Only symbol of the applicant was presented to the Jury for selection.



Here I would like to submit, one point comprehensively,

“Anybody can say that, if his name was appeared in top 5 lists he would not have argued so much?” this is the natural question that might arose in the minds of jury when I lift the screen of topic for review. I too have question in my inner self in the same way.

It is not lawful to express doubts in the very beginning but it is logical to review on partial completion of the programme that to in the highest level of competition, the participant might feel that, how far he could satisfy the jury members.

In my long 20 year of artist-life I never have taken the much more quantum of time to come out with creativity. It is natural to take long time for creation of design.

The prime reason for taking such long time for creation is condition no’s: 3, 4, 5 mentioned in the guidelines for preparing entries which were issued by the organizers.

Guidelines for preparing entries:


3. The symbol should represent the historical & cultural ethos of the country as widely accepted across the country.


4. The size of the final design should not be smaller than 232 square cm (36 sq inches). It is to be submitted along with minimum TEN different proportionally smaller sizes up to 4 points font size of the text matter.


5. The symbol should be applicable to standard keyboard. The symbol has to be in the Indian National Language Script or a visual representation.



Mainly, as per the 4th condition the text matter on the coin should be reduced to the font size 4 that may assume to the head of the pin without disturbing the clarity. Further it assumed that as per the fifth condition it should be linked to the standard key board indicating Indian national language script or any symbol that, depict the Indian-ness.

The reason for spending so much time is due to making the size of the symbol to the half of the @ and as per 3rd condition it need to be inscribed the qualities of the Indian heritage and culture that would be accepted on national level.

This is not the opinion of the sensitive feelings but, it is the grievance of the artist, who put their serious efforts. I submit hereunder the opinions expressed by my colleagues:

• It might not have given importance to the entries from Andhra Pradesh due to the reason that, the then Governor of Reserve Bank of India was Dr. Duvvuri Subba Rao (personality of Andhra Pradesh).

• It assumed that it was a nominal practice since it disclosed the members of jury earlier to the commencement of the competition.

• Under what capacity the selected candidates Smt. Nanditha Koria Meharothra, Sri Hitesh Padmashali disclosed that 25000 entries were received for the competition. Are they the representatives of the RBI or Ministry of Finance? Even the higher-ups of Reserve bank of India and Ministry of Finance & External affairs dare not.

• First of all I thank to Nanditha Madam for designing this symbol and proposed it to the Reserve Bank of India in 2005. I doubt on accepting the design of the Madam Nanditha, they have made rules and regulations and due to that they might have given priority to her. In the capacity of responsible journalist who is having social responsibility have been condemning it. But on the basis of the information given by the representative of Right to information act, I feel that the entire process was done irresponsibly and full of discrepancies, I urge that the review process shall be done in accordance with the following and the comments and criticisms expressed by the aspirants may need to be taken into consideration.



I humbly submit that, it is not my intension to dishonor the jury and suspect the talents and capacities of the expert members in the jury.

Keeping aside the condition no: 3…

Other Conditions:


The responsibility to comply with the quid lines and other conditions fully lies with the participant and the Government of India shall not be liable for any dispute raised by a third party.



…Mentioned in the context rules, the things which are to be followed comprehensively, transparently without any nepotism are;

1. Since this is a drawing subject, the principals of Fin arts Colleges from all states shall be invited.

2. From the department of Audio and Video publicities (DAVP) the copy writers and visualizing representatives shall be invited as the design is consist of both concepts and theme synopsis.

3. Since the process should be done in a transparent way, the representatives from Indian Journalist Union (IJU), United New of India (UNI), and Press Trust of India (PTI) along with the earlier selected jury members need to be participated.

4. Two representatives each from Lok Sabha and Rajya Sabha shall be participated

• As the official number of entries are only 3,331, it will not be difficult for the jury members to review the theme synopsis 3 % i.e. around 100 numbers.

Compilation of 100 models in two pages and submitting the jury members is not a difficult task since the supposed expenditure on it was already collected from the contestants as entry fee.



1. If it assumed as per Nanditha Madam and Hitesh Padmasali, 25,000 applications were received with an entry fee of Rs.500/- each, then the total amount collected in the mode of fee would be Rs.1,25,00,000/-

2. If it assumed around 4,000 applications were received through media then the total amount collected would be Rs.20, 00,000-00.

3. As per the report from the representative of Finance Ministry, the total number of entries were 3331 then the total amount collected would be Rs.16,65,500/-

4. If an amount of Rs.2.00 lakhs distribute as prize money for 1st prize, and for consolation prizes each Rs.25, 000/-, even then the total amount would not exceed to Rs.4.00 lakhs. So, there would be no hindrance to run the programme successfully.

“Satisfaction derived from efforts, not from success”

“Complete effort is the sign of success”.

… I always bound to these words.

Now, I feel “struggling is also the part of effort”.

Every artist shall feel satisfied with his work only but not with money.

I do not deny my selfishness in submitting all these things hoping that my design will come for re-review by some responsible experts.

I feel, there will be not more important contest in his life other than this “Life Time Achievement”.

The Rupee will be in circulation as far as this continent exists.

As far as the rupee in circulation, the design will exists.

It means, this is symbol that the Indians shall follow.

It is the crown that reflects the Indian economy.

The names of responsible officials, experts, jury members and the name of the artist who designed it shall be remained ever memorable.

At this moment of the symbol approved by the cabinet, which is not following the said primary rules, as it would need to remain ever memorable as the design of National Flag, I request your good selves to bring to the notice of the Finance Ministry, Government of India and participate in the process of selection of design considering the depth of grief of a genuine artist.
